The Emancipation Proclamation in 1863 freed all the slaves that did not submit under government control. Besides this, it also gave them the right to vote, have their own property just like what the real free people exercise. This was under the thirteenth, fourteenth, fifteenth amendment, and also under the 1866 Civil Rights Act.
