Why would Louisiana be at a minor risk during the spring flooding season?

Because most of the floods were in the western part of the United States.

Because Hurricane season doesn't start until the summer

Because 2017 was a slow year for hurricanes and tropical depressions

Because the army corp of engineers had built up Louisiana after the flooding of Hurricane Katrina

    I want to say that the answer is D. After Katrina all of the houses and everything were built up or on stilts. I know this cause i live near the Mississippi/Louisiana border.
