    Together Lloyd Ohlin and Cloward proposed the theory of Delinquency and Opportunity which is a Theory of Delinquent Gangs, which dismissed the overarching premise that wrong doing came about because of individual recklessness and contended it was caused by neediness and the absence of option openings caused by poverty and that the conditions fundamental misconduct could be settled through social projects.
