    The answer is B. He spread the ideals of the Revolution but failed to create a lasting French empire.

    That being said, all of the ideals that spread by Napoleon ending up weakened the position of the nobles in the eyes of mass public.

    This situation lead to the outrage that public directed toward the nobles and leading up to the French Revolution.
