    Both the Incas and the Ottomans had lands that had their own degree of smaller sovereignty and independence which were governed by some sort of governor or ruler. However, this ruler had to obey the law set by the Incan emperor or in the Ottoman case the Sultan. If they obeyed the rules of the emperor they could rule their smaller cities as they saw fit.
