How was the volunteers in service to america established it was created by members of the job corps it was part of the economic oppurtunity act it was added to the civil rights act?

    Volunteers in Service to America was started as a domestic form of the Peace Corps started by John F Kennedy. Kennedy didn't live to see the program officially started. It was left to Lyndon B Johnson to enact the group. He opted to make it a part of his "War of Poverty". He signed the group into existence through the Economic Opportunity Act of 1964.
