Which colony always "abstains courteously" during the voting? Why?

    The correct answer is New York. The representative in the vote was Lewis Moriss who didn't want to vote because the current New York legislature didn't send instructions to vote and he didn't want to vote without their approval since it was the highest sovereign power in the state.
