    At the time of the election of 1876, there were three states who hadn't rejoined the Union yet. There was tie between Hayes and Tilden, so both candidates sent representative to collect the states ballot. However, all three states sent back both a democratic and a republican ballot; therefore the tie remained and a compromise was created.
