Religious toleration was unique to William Penn's "Holy Experiment." This is because other colonies were mainly founded by religious leaders in search of special enclaves to spread their religious beliefs and ideas. The other two purposes developed naturally in every other colony. This is because colonists emigrated from European societies short in them.
