    They were considered free by the government, but their rights were limited and they were often in danger.

    Even though slaves were considered free, they still didn't have the same rights as other citizens. They couldn't vote and they couldn't speak freely. On top of that, not many people enjoyed the idea of having free black men wondering around so they took matters unto their hands.
