The correct answer is unlike bismark cavour secured french support before provoking conflict with austria as a unification strategy

Bismarck wanted to do it alone and didn't care about the other nations, only about German states while Italy was divided between the south and the north where north was under heavy influence of France and was often controlled by the French. He needed French support in order to start fighting Austria over the territory.
