Which act was passed by the United States Congress that doubled the size of the army and navy?

I believe the act is the Selective Service Act. This acts drafted young men into the military based on military needs, not based on volunteers. This doubled the size of the army and navy because hundreds of men were required to enroll for war.

I think it was the Jones Act but i'll comment on this answer if i'm wrong
