How were citizens' rights determined under the absolute monarchies in Spain and France?

    They were determined by absolute rulers. Absolute rule is when a monarch or an official have absolute power regarding anything. They are not elected and there's no multiple people, just one person who rules everything, like kings and emperors in the middle ages. This changed when countries started introducing constitutions.
