The Celtic society was very fragmented. They would live together as tribes that would be based around kinship. The tribes lived all across Europe and often they didn't even have the same language but had a relatively similar culture. They were simple people who farmed land and had children and occasionally went to war. There was no initiative to make a great Celtic state because they were so fragmented so nobody bothered with ideas of gathering them all. They lived in harsh conditions and didn't have great buildings or cities like Romans.
