What happened as a result of the Articles of Confederation

As a result of the Articles of Confederation, states had much more power than Congress and the national government. For any law to be passed, the congress had to ask each state before it could be passed, if the congress even needed money for the army it had to first have it approved by at least 9 of the 13 states.
