    New Hampshire hold its primary first Because: (D) A state law says it must hold the first primary.

    The state law requires even much more specific than that. It requires New Hemisphere to hold the primary on Tuesday at least seven days immediately after any other state hold a similar election, which coined the term " similar contest" in the New Hampshire statute
