    A tyrannical structure, resulting from having only one house writing legislative documents, could occur if Congress wasn't made bicameral. Having two houses built a measure of balance into the legislature, and allowed for one side of Congress to check the other in cases in which movement was too swift or was seen to favor one faction over another.
