What year did puerto rico became us citizens?

In the year of 1917 Puerto-Rico became an US territory and the people became US citizens. President Woodrow Wilson signed the Jones-Shafroth act that approved this citizenship. It was a statutory citizenship which means it is granted by the congress and not by the US constitution.
