Who or what does the preamble name as source of power or authority in our government

    The source of power for the government was seen to be the people who are governed. It was felt that, much like with the theories of John Locke, only through the consent of those who are being governed can a State have the authority to do anything. If the people feel that those actions are illegitimate, they have the rights to withdraw that consent.
