Pendleton act 1883 was rolled out as demand for civil service reform giving permanent federal employment based on merit rather than political power and influence. The rule led to open selection of government employee giving more right to citizen but still only 10% people were employed through this new rule which later increased to 90% in 1980s.

These people were then employed not based on political influence were then being promoted on merit system like examination both internal and external. Giving opportunity more loyal and liberal public opinion, qualification based selection.
