    President Jefferson had to decide which was worse, war with the Barbary States or paying tribute when they kidnapped merchants and their ships for ransom. Jefferson hated war; but he hated paying tribute more. He sent a small fleet of warships to protect American shipping.

    President Jefferson made the decision to fight piracy by stopping trade with all other nations, including France and Britain, which was a way to pressure them to stop attacks and piracy on American ships. However, this, although bad for the other nations, was worse for the Americans, since Europe had more trade with other nations of the East; and among the Europeans themselves. Thousands of American sailors lost their jobs, and that led to the Congress in 1890 ending the law of President Jefferson, and the ships returned to the sea: so too, the pirate attacks returned.
