    The correct answer is to show their governmental position. It was passed just as Parliament repealed or took away the Stamp Act. Parliament was letting the American colonies know that it had the same power and authority over it as in Britain. The Declaratory Act did not fix or address the colonists problem of no taxation without representation however.
