    One thing you have to realize is: most of the effects napoleon had on northern europe, he never really intended for. they came about accidentally.

    one effect [or reaction] napoleon had on the government of europe was the move towards more conservative-type thinking and government. the european leaders did not want the French way of thinking, liberal and other rebellious ways of thinking to become commonplace in their countries. they did not want another french revolution. so they set up laws that would make liberal ways of thinking and rebellion tougher to establish. an example of this would be the failed german revolution in 1848.
