Why did the japanese government decide to attack pearl harbor? why wasn't the united states better prepared?

    The Japanese attacked Pearl Harbor because it was the United States main supply of guns and wars supplies like guns and it was also Americas main harbor. The Americans were unprepared because the Japanese had made a treaty with the United States.
