The powers work as a system of checks and balances, one branch keeps the other in check. Basically, Roosevelt was the head of the executive branch and the Judicial disliked what he did. Imagine now if all of the justices were against him, he could then just choose to increase the number of justices by double, and then + 1, and ensure that he always wins. It was a way for a single man to control two branches. He didn't double it, but he increased the number of justices to suit his needs.
