    The ruler that was the first to create a code of laws that were engraved in stone was King Hammurabi. Hammurabi was was the sixth king to reign over First Babylonian dynasty. He was in power from 1792 BC through 17950 BC. Prior to him, his father Sin Muballit ruled but eventually had to leave his position due to poor health.
