Explain why Congress has the ultimate authority to override the President on many matters or propose amendments to the Constitution.

    The Constitution supply that an amendment may be propound further by the Congress with a two-thirds majority vote in both the house of Representatives and the Senate or by a constitutional convention called by two-thirds of the State legislature. None of the 27 amendments to the Constitutional have been propound by constitutional convention.
