taking over Haiti's and Nicaragua's finances--Haiti was a sovereign nation and Nicaragua and the US will have political ties.

The Monroe Doctrine was an attempt to state the US would protect sovereign nations from European invasion and colonization. The doctrine was the leading idea of US foreign policy until imperialism of the late 19 century and World War I. It was an attempt to remain isolated by keeping Europe out of the Western Hemisphere.
