    Forgiveness and pardon of Confederate leaders--implement controls for blacks while supporting the 13th Amendment.

    A. Johnson was lenient to the Confederacy. He pardoned leaders and returned all property except their slaves. Confederates were allowed to regain political positions and few were punished.

    Johnson supported the 13th Amendment but didn't believe blacks could take care of themselves nor should they be given the right to vote. He allowed Southern states to create their own laws and implement the Black Codes which controlled the movement and economic status of newly freed blacks.
