The correct answer is B. The president’s decision can be overridden by a majority of Congress.

Even though technically the president is the ruler of a country, in a democratic state, he doesn't have the utmost power. He still has to depend on the decisions of Congress, and if a majority of Congress decides on something, the President can't do much about it.
