Portugal became a leader in exploring the Indian Ocean due to several factors. The support of the Pope, the location of the country itself and its categorization as a peninsula, and its political relations with its more Continental Neighbors allowed the royal family of Portugal and its nobles and other government officials to focus on seafaring.
