The constitutional monarchy represented a shift from old absolute monarchy to a monarchy where the monarch had some limitations to their power. An absolute monarchy which is what most of Europe had was where all the power is in the hands of the throne. A constitutional monarchy was developed after Europe realized that one person with all the power and no limitations goes mad. That said the change we see in the development of the constitutional monarchy is one of European growth and the beginning of a more civil structure in society.
