Why didn't people around the world come to rwanda's aide during the 1994 genocide?

For the answer to the question above, I believe that

the world come to Rwanda's aide during the 1994 genocide because at that time Internet is not available and there is no such thing as social media that time. Only the wealthy people who have the privilege to use a computer and internet.
