Why did mr ziegler give david a letter to take to mother?

It was because mr. Ziegler knew what was going on in David's life and try to make his mother "proud" of David by writing a letter to tell her, telling the mom how good David was. unfortunately, it did not work the mom then proceeded to call David in "it".
