    The correct answer should be Colonies were taking active steps to resist British laws.

    The war had not yet begun even though the Letter of Abigail was written in the same year as when the war began. The letter was written in February while the War began in July when the declaration of independence was made. They did not resolve their differences but have not yet begun fighting in the war which came a few months later.
