    The main reason was: because the use of sign language became prohibited in English speaking classrooms and people who would use sign language in class were punished.

    In order to make sure that people with hearing disabilities had the opportunity to learn like everbody else, an establishment that focused solely on providing education with hearing disabilities are needed.
