    Avoidance of long term involvement of the USA in Iraq

    Bush snr followed the Powell doctrine and the gulf battle was mainly air strikes. American forces stopped at the Kuwait border and avoided bombing Baghdad, for the sole reason USA would have to meet the reparation costs.
