Second, they levied taxes or otherwise ensuredsufficient revenue to support the monarchy in peace and in war. Third, they established (or, more firmly established) connectionswith Church authorities. Finally, they constructed fortifications, established garrisons, and otherwise exerted a military presence intheir territory.
