Why, according to Clifford, was there little chance of reaching any sort of understanding with the Soviets anytime soon?

    He believed that the Soviets are centered around the idea that a war is inevitable and are thus building their military more and more. They were also using any chance possible to undermine any capitalist country that they could, and he believed that as long as they were so hostile, there would be no prospect for peace.
