What happened that would have changed cyprus in 1960

In 1960 the general plan was to have an independent Cyprus, where both Greek and Turkish populations would be represented.

The country would not be closely associated with either Turkey or Greece, but it would NOT cut ties with them! But it would be an independent country, so it would not be divided by the two countries.
