Based on this poem, how did imperialists (people who supported annexation) think of the people in the countries they were taking over (i. e cuba, philippines, etc.) ?

The poem urges the peruser to take up the white man's weight by sending the best of their nation to dim, uncouth spots of the earth. There is a feeling of courage that white men go up against in conveying human advancement to the "savages" of the world.
