With the communist take over of China, private property no longer existed as all property became that of the government. The government then created communes and collecting farming which included quotas to be met. Those who resisted were seen as enemies and were often arrested or exiled. The Great Leap Forward had a goal of creating a new economic base for China and put them in competition with other powers in the world by feeding the world.
