This question is a difficult one, because the main cause was the assassination of Franz Ferdinand at Sarajevo, which caused conflict between Austria and Bosnia. The World Powers were mainly to blame for the war, as they wanted more land, more money, and more power. So mainly, the assassin was technically to blame.
