    Cities grew speedily, therefore there have been no development plans, healthful codes, or building codes. It cause inadequate housing, education and enforcement. Garbage heaped within the streets. F olks lived in shut quarters and caused diseases to unfold faster. T he typical lifetime in urban areas was seventeen (38 in rural areas).
