Whites or dominant group--The dominant group (whites) used prejudice and poor conditions to justify continued poor treatment of minorities especially blacks in America.

The American Dilemma is a concept that the US believes in equality and opportunity but has used their prejudicial beliefs to discriminate against blacks in America. The poor conditions created less success and then "proved" to whites that they were not an equal race thus justifying unfair treatment.
