This is because you are presenting the information to the parents in a non-threatening way. You can then get into how to teach children about empathy. If you write to parents that their child must be unhappy and is a bully, parents will more than likely go on the defensive. This is also true, if you say that the child is seeking negative attention, because they are not receiving enough at home. If you include something about school citizenship programs, then you are taking away the responsibility of the parent and saying that social manners can be taught at school and not at home.
