A. There is Chaos among the citizens. Take for example Shay's Rebellion and how weak the articles of confederation were to govern the United States. Now even though there was a government within the United States at the time, Imagine if no one were there to break that up? No one would punish the guilty and it would be complete Chaos of people taking it into their own will
