The form of government is a monarchy

When Shakespeare wrote Hamlet (somewhere between 1599 and 1602), Queen Elizabeth was still on the throne in England. Known as "The Virgin Queen" (though there is debate about whether she truly remained a virgin or not), Elizabeth never married. So there was no princely son or stepson, nor was there a king on the throne. So you can rule out all those answers.
