Why didn't the articles of confederation work as a guiding political document. Why was it important for new document to be established

    The Articles of Confederation had a few big problems. Under the Articles of the Confederation, Congress lacked the power to raise money, regulate trade, conduct foreign affairs, and they couldn't tax the colonies.
