The two nations that controlled what is now Louisiana at that time were Spain and France. At the time, Spain decided to close the New Orleans area to shipping, this angered many farmers because America had become a very large and useful port to everyone. Napoleon also had interest in rebuilding the empire of France, which led to his decision to sell Louisiana to the United States.
